Francis J. Wapner

Francis J. Wapner, MD, FACS – Ophthalmologist

Dr. Wapner completed his undergraduate studies at the University of Pennsylvania where he graduated Magna Cum Laude. He continued his studies at Columbia University where he received his doctorate in medicine.

Dr. Wapner served his internship at the University of Utah/LDS Hospital in Salt Lake City, Utah. Following his internship he went on to become Chief Resident at the Edward S. Harkness Eye Institute at Columbia University.

Dr. Wapner is the medical director at the Physicians Surgery Center, as well as the Chairman of the Department of Ophthalmology at St. Marks Hospital.

Dr. Wapner is board certified by the American Academy of Ophthalmology. He is a Fellow in the American College of Surgeons, as well as a member of the American Academy of Ophthalmology, American Board of Ophthalmology, and American Society of Cataract and Refractive Surgeons.

Todd E. Daynes

Todd E. Daynes, MD – Ophthalmologist

Dr. Daynes completed his undergraduate studies at the University of Utah. He went on to attend medical school at the University of Utah where he received his doctorate in medicine.

Dr. Daynes served his internship at Forest Park Hospital in St. Louis, Missouri. Following his internship Dr. Daynes completed his residency at St. Louis University.

Dr. Daynes is board certified by the American Board of Ophthalmology. He is a member of the American Academy of Ophthalmology, American Society of Cataract and Refractive Surgeons, and the Utah Ophthalmology Society.

Dr. Daynes has published research in the Journal of Ophthalmology, and the American Journal of Cataract and Refractive Surgery.

Dr. Daynes served a LDS mission in Chile, as well as several medical missions in India and Guatemala.

Douglas S. Mehr

Douglas S. Mehr, MD – Retina Specialist

Dr. Mehr completed his undergraduate studies at Brigham Young University in Provo, Utah. He continued his studies at Chicago Medical School Rosalind Franklin University of Medicine and Science where he received his doctorate in medicine.


Dr. Mehr served his internship at St. John's Mercy Medical Center. Following his internship Dr. Mehr completed his residency at Saint Louis University Eye Institute. After residency he went on to complete a fellowship at the University of Kentucky's Department of Ophthalmology in Vitreoretinal Surgery.

Dr. Mehr is board certified by the American Board of Ophthalmology and the United States Medical Licensing Examination. He is a member of the American Academy of Ophthalmology, American Society of Retina Specialists, Utah Ophthalmology Society, Utah Medical Association, Salt Lake County Medical Association, and the American Medical Association.

 Thomas J. Oberg

Thomas J. Oberg, MD – Eyelid and Facial Surgeon

Dr. Thomas J. Oberg is originally from Long Island, N.Y. He then served in the United States Marine Corps before graduating Summa Cum Laude at the University of Arizona. He subsequently received his medical degree from the University of Arizona College of Medicine. In medical school he was inducted into the Alpha Omega Alpha Honor Society and was the recipient of multiple awards for clinical excellence. He then completed residency in ophthalmology at the John A. Moran Eye Center at the University of Utah, where he was the recipient of the prestigious research award.

Dr. Oberg recently completed his fellowship in oculo-facial plastic surgery at the Center For Facial Appearances, where he received advanced training in cosmetic and reconstructive surgery of the eyelids and face. His clinical interests include functional and cosmetic surgery of the eyelids and face, as well as with neurotoxins and fillers, facial trauma, tearing, dry eye, thyroid eye disease, lacrimal surgery, orbital surgery, and pediatric oculoplastics. He also enjoys treating chronic migraine, belpharospasm and other facial dystonias with neurotoxins or surgery.

Outside of work he enjoys spending time with his wife and two young children outdoors in the Utah wilderness.
